It is the professional responsibility of every nurse at RVMC to see that the patients under his/her care receive appropriate nursing care in a timely manner. If you, in your professional judgment, feel staffing is inadequate on your unit, ONA provides a reporting form (the SRDF,“Staffing Request and Documentation Form”), which may be filed by any nurse or group of nurses about their assignment(s), or a charge nurse filing for the whole unit.
The reports are used by your housewide Nurse Staffing Committee as one of the benchmarks to assess the effectiveness of our staffing, unit by unit. They are also evaluated and recorded by the Professional Services department of the Oregon Nurses Association, and statistics may be reported to the state. There can be no reprisal for filing this document. We believe that it is your professional duty to do so, if the situation warrants.

Frequently asked questions about the ONA
1) WHAT IS THE ONA?
ONA is a 100 year old multipurpose organization - a union
and a professional association which provides: collective bargaining/ organizing,
legislative action, education and practice research. ONA a constituent of the American
Nurses Association (ANA) and the United American Nurses (UAN)- the national labor
arm of the ONA. websites:

2) HOW MANY MEMBERS AND WHO IS REPRESENTED?
ONA represents 10,000 nurses statewide. 94% of members
are staff RN's represented under a union contract. ONA nurses have contracts in
approximately 50 different bargaining units, Bay Area Hospital, Rogue Valley Medical
Center, Sacred Heart Medical Center, Good Samaritan Medical Center, and others.
3 of the 4 CHI facilities in the state (Holy Rosary-Ontario, St. Elizabeth's-Baker
City, St. Anthony's-Pendleton) are represented by ONA.
3) HOW MUCH ARE DUES?
Dues for full membership (ONA, UAN, ANA ) are approx.
$60.00 a month. If a nurse works 64 hours a month or less, the dues are half price.
There is no initiation fee.
4) WHO RUNS ONA?
ONA is governed by a 13 member Board of Directors, all nurses are elected by the membership. The labor program is governed by a 7 member Economic and General Welfare cabinet of staff RNs. Day to day operation of ONA is
by a professional staff. The three directors (executive, labor, practice) are all registered nurses.
5) STRIKES?
In the last 20 years, ONA staff has supported nurses to
successfully negotiate 480 contracts. In that time only 4 bargaining units have
gone on strike (including Rogue Valley Medical Center in 1987 and OHSU in 2001)
representing less than 1% of all contracts negotiated. Strike is the absolute last
tactic used in bargaining and it is the decision of the nurses at the hospital if
they want to use that tactic. OHSU nurses voted twice to go on strike before they
walked out in 2001.
6) HOW DO YOU ORGANIZE?
Nurses come together to support change at the hospital
in which they work. They begin by assessing the level of support. If there is overwhelming
support to organize, nurses will be asked to sign authorization cards (which the
employer never sees) in support of ONA. The organizing committee will then ask the
hospital for recognition of the union (with cards being verified by an independent
3rd party, confidentially). If the administration says "NO", the Organizing Committee
will file for an election with the National Labor Relations Committee (NLRB). An
election, is generally set for 30-40 days from the date of filing for an election.
What is the PNCC?
The PNCC stands for the Professional Nursing Care Committee. The committee is formed
to consider matters regarding patient care and nursing practice, which are not proper
subjects for Collective Bargaining.
The Chair is Cindy Mosser, the management liaison is Ann Shevlin, and Lori Grow
is the second member. The PNCC consists of five ONA staff nurses, one management
member, two management participants and Sue Davidson, the professional Nursing Director
from ONA as a consultant. Kathy Breitenbach and Iris Regan have resigned to become
clinical man, agers and Diane Divita’s term is now up. The length of office for the
PNCC is two years. Five PNCC members are paid up to two hours of pay per month.
We meet on the third Wednesday of every month at 1530 – 1730.
In the last year the PNCC has received a monthly report on achieving “Magnet
Status” and is able to dialogue and have input to assist the hospital with the Magnet
process. The PNCC also is looking at processes in the hospital on specific units.
We invite nurses from different units on a monthly basis to review problems that
have come up such as staffing, nursing care issues, and magnet committees. The PNCC
receives a report from the RVMC/ONA Taskforce to include unsafe staffing forms.
A PNCC Committee member attends the task force on a monthly basis to exchange information
and give a report.

The Nightingale Pledge
This modified "Hippocratic Oath" was composed in 1893 by Mrs. Lystra E. Gretter
and a Committee for the Farrand Training School for Nurses, Detroit, Michigan. It
was called the Florence Nightingale Pledge as a token of esteem for the founder
of modern nursing.
I solemnly pledge myself before God and in the presence of this assembly, to pass my life in purity and to practice my profession faithfully. I will abstain from whatever is deleterious and mischievous, and will not take or knowingly administer any harmful drug. I will do all in my power to maintain and elevate the standard of my profession, and will hold in confidence all personal matters committed to my keeping and all family affairs coming to my knowledge in the practice of my calling. With loyalty will I endeavor to aid the physician in his work, and devote myself to the welfare of those committed to my care.
